TEHDAS — Towards the European Health Data Space
Overview
TEHDAS (Towards the European Health Data Space) is a series of EU joint actions that developed the governance, technical, and interoperability groundwork for the secondary use of health data across the EU, work that directly shaped the EHDS regulation and continues to guide its implementation. Its first phase, TEHDAS1, ran from 2021 to 2023 under the EU Health Programme, coordinated by Sitra across 25 countries, and produced the governance model, data quality framework, and secondary-use recommendations that the European Commission’s 2022 EHDS regulation proposal was built on. Its successor, TEHDAS2, runs from 2024 to 2026 under the EU4Health Programme across 29 countries, producing the concrete technical specifications Member States need to implement the regulation, including work bridging HL7 FHIR and OMOP CDM for cross-border secondary use. TEHDAS recommended OMOP CDM as the common data model for EHDS secondary use, a recommendation the Regulation text itself does not make explicit.
