Overview

The Autoriteit Persoonsgegevens (AP) is the Netherlands’ independent data protection authority, responsible for supervising compliance with GDPR and the Dutch Implementation Act for GDPR (Uitvoeringswet AVG). Dutch research institutions, including the Donders Institute, university medical centres, and biobank infrastructure, conduct substantial open neuroscience and genomics research under the AP’s regulatory oversight. The Netherlands played a central role in formulating the FAIR Principles and has institutional open data policies among the most developed in Europe, with the AP providing guidance on how GDPR research exemptions apply to open science practices.
