CoARA — Coalition for Advancing Research Assessment

Overview

CoARA is a coalition of research organisations, funders, and assessment bodies that signed a reform agreement in July 2022 committing to transform research assessment practices in line with DORA principles. The agreement commits signatories to recognise the diversity of contributions to research beyond journal publications, base assessment primarily on qualitative judgement of the work itself, and reduce reliance on journal- and publication-level metrics including the Impact Factor. CoARA has over 700 signatories across Europe and beyond as of 2024, including universities, research institutes, national funders, and academies. It was co-initiated by the European University Association, Science Europe, and the European Commission, and is supported by the EC under the European Research Area Policy Agenda. The CoARA Secretariat is hosted by the European Science Foundation, which also coordinates the CoARA Boost Horizon Europe project supporting capacity-building for members.
