ANR Open Science Policy
Overview
The Agence Nationale de la Recherche (ANR) is France’s main public research funding agency. Since 2019, ANR has required all funded projects to submit a Data Management Plan (DMP) and comply with the mandates of Ouvrir la Science: open access to publications via HAL, FAIR data deposit in Recherche Data Gouv or a discipline-specific repository, and open source software publication. ANR has adopted the Science Europe Practical Guide DMP template as the basis for its own DMP requirements and mandates it as the default DMP structure for funded projects, implemented via OPIDoR. French researchers whose work is also funded under Horizon Europe are subject to both ANR and EC Open Science Policy requirements simultaneously.
Compliance routes since 2022
For projects funded from 2022, ANR requires immediate open access with no embargo under a Creative Commons Attribution licence (CC BY) or equivalent, with full-text deposit in HAL or an institutional archive at the latest on publication, and a data management plan within six months of project start. Three routes satisfy the publication requirement:
- Publication in a journal that is open access in the first place.
- Publication in a subscription journal, paying to open the individual article, either through a transformative agreement already negotiated by the author’s institution or through an article processing charge met by the project.
- Publication anywhere, using the Stratégie de Non-Cession des Droits (SNCD), ANR’s rights retention strategy. The author attaches that licence to the manuscript at submission rather than transferring exclusive rights to the publisher, and so keeps the right to deposit the accepted version in HAL at once, whatever the journal’s own embargo, and at no cost.
